WJCC Schools’ Bright Beginnings pre-kindergarten program is currently housed in five of our nine elementary school buildings. In fall 2027, WJCC Schools will open two dedicated pre-k centers, meaning the program will be hosted in its own space and no longer be housed within our elementary buildings. As the pre-k program moves to its new buildings – and absent any change – some elementary schools will be left with vacant classrooms while other elementary schools will continue to operate at or over capacity.

As a result, we have the opportunity to consider the most efficient and effective way to utilize school division space and resources at all levels.

WJCC Schools is partnering with a firm, MGT, to guide a redistricting process to develop new school attendance zones that maximize facility and resource utilization. A final recommendation of revised attendance zones will be made to the School Board in late fall 2026 for implementation in August 2027 for the 2027-2028 and successive school years.

Guiding Principles

In June 2025, the WJCC School Board discussed principles that will guide the work of MGT, school administration, and the redistricting steering committee in its development of new school zones. The guiding principles were affirmed during the School Board’s December 2025 work session, with recognition that guiding principles may conflict with one another. Guiding principles include:

  • Utilization: Take a division-wide perspective in considering school capacities and growth trends.
  • Demographics: Consider racial and ethnic diversity, as well as socioeconomic indicators, within schools.
  • Neighborhood schools: Work to maintain neighborhood schools.
  • Transportation: Consider transportation impacts and work toward limiting the amount of time required on a bus.
  • Minimize impact: Minimize disruption where possible.
  • Feeder pattern: Avoid small cohorts splitting from peers in the transition to middle school and high school.

WJCC United Transition Roadmap

The WJCC United Transition Roadmap provides a coordinated framework for supporting students, families, employees, and school communities should new attendance boundaries be approved for the 2027-2028 school year. The roadmap ensures division leadership addresses both the operational requirements and the human impact of redistricting through proactive planning, clear communication, intentional engagement, and targeted transition supports.
