Children with suspected delays in communication, motor skills, vision, hearing, cognitive development, social-emotional and behavioral skills should complete our Intake Form or contact our Central Point of Entry Coordinator, Beth Burkhalter, at (757) 565-9363.

Acceptance into Bright Beginnings is based on eligibility criteria and program space availability.  After the Intake Form is submitted for review, the Central Point of Entry Coordinator will respond within a week.

To be eligible for the Bright Beginnings Preschool program

  • The child must live within the WJCC school division boundaries.
  • The child must be 3 or 4 years old by September 30th of the current school year
  • The child’s family must meet Virginia Preschool Initiative (VPI) or WJCC School’s Preschool requirements for eligibility; (See eligibility criteria below)

VPI Eligibility Criteria

  • Family income is at or below 200% of federal poverty guidelines
    (Families with income above 200% of the poverty guidelines may qualify under local eligibility criteria and are encouraged to apply)
  • Homelessness  – Staying in a shelter (family, domestic violence or youth shelter), Living in Transitional Housing (case management, subsidy or time limited), Sharing the housing of others (due to a loss of housing, economic hardship or similar reason), Living in a car, park, campground, abandoned building, or other inadequate accommodations or a youth living alone without a parent or legal guardian (unaccompanied youth).
  • Parent/guardian is a high school dropout
  • Children with disabilities or delays eligible for special education services under the Individuals with Disabilities Education Act, regardless of household income.

Additional WJCC Preschool Local Criteria

  • Single-parent home
  • Child is in Foster Care
  • Child is an English Language Learner (ELL)
  • Parent/guardian is incarcerated
  • Parent/guardian is on military deployment
  • Child is being raised by someone other than a parent
  • Family has current CPS involvement

The Bright Beginnings Preschool program has a limited number of preschool slots. Acceptance is based on criteria eligibility and space available. Enrollment is an ongoing, rolling process and there is still a strong likelihood your child will be accepted, even once placed on the waitlist, if the child meets the eligibility criteria.

Bright Beginnings is held at five WJCC elementary schools with varying schedules. Preschoolers are assigned to a school site based on their bus transportation and the student’s individual needs. Click here for more information about our Bright Beginnings sites.

What documents are required if I am invited to complete online pre-registration (OLR)?WJCC Schools2023-05-01T11:09:52-04:00
  • Income verification
  • Original birth certificate (we will make a copy for our records)
  • (2) Primary Proofs of Residency
  • Up-to-date well-child Physical & Immunization records
  • Individual Education Plan (IEP) or 504 Eligibility/Plan (if applicable and transferring to WJCC from another school division)
  • Any court documents if related to the student (if applicable to include custody orders, protective orders, foster care plans, change in parental rights)
