Job Summary

This position manages, under the leadership of the Senior Director of Talent Management & Organizational Development, employment activities and employee relations for all employees.

Performs Human Resources-related duties at the professional level and carries out responsibilities in the following functional areas: workforce planning and employment, employee relations, evaluations, records, training and credentialing, substitute teachers, HR Information Systems, induction, and employee recognition.

Duties and Responsibilities

  • Evaluates Human Resources department procedures, systems and controls, and recommends improvements in their design, implementation and maintenance.
  • Serves as a liaison to principals, teachers, other employees, and applicants to build positive relationships and resolve employment/employee issues.
  • Collaborates with principals and department heads to forecast open positions.
  • Ensures compliance with federal and state labor and employment laws.
  • Develops training options and/or improvement plans to ensure exemplary operations.
  • Manages recruitment and retention effort for all exempt and non-exempt personnel and temporary employees. Plans, coordinates, and implements job fairs; develops recruitment strategy, and participates in recruiting events.
  • Reviews Employment Criminal History reports to verify that applicants meet the criminal history guidelines.
  • Monitors Human Resources Information System records ensuring accurate production of employment contracts and payroll adjustments, and compiles reports.
  • Monitors the division’s performance evaluation systems and revises as necessary.
  • Maintains accurate licensure records and advises individuals of actions required. Prepares appropriate correspondence and forms for the Virginia Department of Education to facilitate licensure requests.
  • Conducts new hire orientations; coordinates with the Director of Operations/Compliance to educate and inform employees about the division’s benefit programs, and assist new employees with all benefits-related paperwork.
  • Supervises substitute teachers including sub orientation. Oversees employee recognition programs.
  • Manages the maintenance of the School District’s records and personnel files while retaining security and confidentiality related to the personnel documents and all district matters.

  • Performs other duties as assigned.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)

Bachelor’s Degree in Human Resource Administration or related area of study.  Master’s degree and Society for Human Resource Management (SHRM)/Human Resource Certification Institute (HRCI) certification preferred. 5–7 years of related Human Resources experience required. Experience in a K-12 environment preferred. Knowledge of employment law and other government compliance regulations. Ability to objectively coach employees and management through complex, difficult, and emotional issues.  Ability to make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, or government law.

Supervision Exercised

Provides supervision to assigned HR staff members up to and including Coordinator level.

Performs duties under the limited supervision of the Senior Director of Talent Management & Organizational Development for Human Resources.

Working Conditions and Physical Requirements

Frequent interruptions and deadlines.  Minimal seasonal recruitment travel required.
