Job Summary

Responsible for supervising the maintenance and operation of a safe, efficient and economical student transportation system and fleet maintenance system for Williamsburg-James City County School Division.  Assumes additional operations supervisory responsibilities in the absence of the Senior Director of Operations.

Duties and Responsibilities

  • Supervises and evaluates the efficient staffing of the student transportation system to include: recommending, supervising, and evaluating bus drivers, transportation assistants, and garage employees; supervising the training of bus drivers and mechanics in compliance with state laws and regulations; projecting staffing requirements in conjunction with bus routes and schedules.
  • Develops and implements routing, re-routing and scheduling of buses and other vehicles.
  • Confers/collaborates with representatives from other agencies/departments on transportation matters and weather/road conditions.
  • Evaluates the school bus service through personal observation, conferences with drivers, school administrators and parents, and other formal and informal methods.
  • Supervises the maintenance of school buses and other school division vehicles.
  • Supervises the special transportation needs of the school division by providing personnel and transportation for special needs students, field trips, athletic trips, and shuttle runs.
  • Prepares budget requests and monitors the annual budget for transportation and maintenance, making purchases in accordance with approved policies and regulations.
  • Prepares for the Senior Director of Operations periodic reports on the efficiency, effectiveness, and future needs of the transportation and vehicular maintenance program.
  • Reviews and evaluates existing methods, systems, programs, practices, and procedures; develops and recommends change to the Senior Director of Operations.
  • Assists with preparation and maintains a variety of department records in compliance of NHTSA, VDOE, local authorities, and other regulatory agencies.
  • Implements or guides implementation of new and/or modified methods, systems, programs, practices and/or procedures.
  • Evaluates road conditions and makes recommendations regarding school closing due to weather and emergencies.
  • Serves as liaison with media, other departments, parents, and other agencies.
  • Provides excellent customer service including responding to questions/concerns from the parents, principals, and the public.
  • Maintains records, files, reports and correspondence concerning maintenance activity, labor utilization, transportation system, and equipment condition.
  • Performs duties as outlined in the Radiological Emergency Response Plan.
  • Serves as a member of the District Radiological and Non-Radiological Emergency Team.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)

  • Bachelor's degree (or equivalent) in business, vocational education, or a related field and six to ten years of supervisory experience in a transportation vehicle fleet management or fleet maintenance position.
  • Two years of administrative experience at organizational management levels, preferably in a governmental, public sector, or school division position.
  • Demonstrated skill in the analysis, development and application of multi-million dollar budgets.
  • Functional experience with commonly-used computers and programs.
  • Demonstrated ability to communicate complex ideas effectively both orally and in writing.
  • Experience as a trainer of vocational skills is desirable.
  • Skills in negotiation, conflict resolution, tact, and diplomacy.
  • Possession of a valid driver's license issued by the Commonwealth of Virginia.
  • Must be eligible for a Commercial Driver’s License and/or obtain it within the first 6 months of employment

Supervision Exercised

Provides supervision to all transportation personnel including the Transportation Coordinator, Assistant Coordinator for Transportation, Transportation Safety/ Training Specialist, Routing Specialists, and Fleet Management Coordinator.

Supervision Received

Performs duties under the general supervision of the Senior Director of Operations.  Guidelines used include precedents, policies, instructions, and funding limitations governing the transportation program; guidelines from the State Department of Education, State Highway Department, insurance companies, and federal, state and local government levels along with the division's Policy Manual.

Working Conditions and Physical Requirements

Work is typically performed between office settings, an open bay bus maintenance facility, and on City and County transportation routes.  Travel on primary and secondary routes during inclement weather during days and nights is required.  Occasional bending, stooping, and crawling to inspect on and under vehicles is necessary.  Handling inspection equipment weighing up to 40 pounds is occasionally required.  Regular contact with executive level school division and government officials is necessary.  Attendance at school board meetings at hours beyond the normal work day may be necessary
