Job Summary
This position coordinates, manages, and develops school division protocols, processes, and procedures for building security, facilities housekeeping, and energy consumption. The Supervisor for Building Security and Services ensures implementation of and compliance with WJCC Safety & Security policies, standards and protocols as well as applicable State and federal laws. The position ensures optimal environmental conditions are met to enable student achievement and employee productivity.
Duties and Responsibilities
- Plan, organize and implement the school division’s safety, security, energy management, cleaning, and waste management programs, coordinating the energy awareness program, facility usage, grounds management, playground inspections, and the training of school division personnel.
- Provide a global and integrated framework of objectives, procedures and tools with a focus on meeting internal, external, regulatory and social expectations for the safety & security of our students, employees, visitors and assets.
- Identify protection goals, objectives and metrics consistent with best practices and incorporate objectives for their application.
- Monitor, audit and evaluate the operational effectiveness of the Safety & Security program within the division, to include periodic site visits, reports and recommendations.
- Assist leadership, students, and staff in implementing and improving safety & security practices and responding to colleague and client inquiries.
- Investigate all security incidents within the school division through coordination with appropriate administrators, and ensure timely reporting, resolution and implementation of corrective actions.
- Provide reports and subject matter expertise in physical security, energy, grounds, waste management and housekeeping to enhance program effectiveness in the schools.
- Operate as an integral part of the Safety & Security / Facilities Services Teams.
- Maintain a working knowledge of all emergency policies/procedures/regulations; respond immediately to emergency alarms/calls, help determine course of action, notify appropriate authorities and assist as needed.
- Ensure the continuous and safe operation of all elevators and access doors. Create work orders for fire, security and closed-circuit television (CCTV) problems. Maintain contact with authorized personnel/contractors responsible for maintenance and upkeep of said devices.
- Establish utility usage benchmarks for each school/facility; set energy savings/targets/ objectives.
- Conduct site visits and monitor energy usage against Energy Management Program targets and benchmarks. Analyze the infrastructure and operational characteristics of the school division’s facilities including electrical, mechanical, HVAC, control, water, wastewater, envelope, solid waste, irrigation, and lighting systems. Recommend improvement measures to equipment and components to minimize energy costs.
- Evaluate historic and present energy consumption data; apply forecasting and analytical techniques to calculate and project future energy costs for budgeting purposes.
- Promote a division-wide energy conservation program to increase awareness of energy use and abuse; develop energy conservation education materials.
- Interpret applicable building and energy codes, regulations, and standards; and ensures that the division’s energy management program complies.
- Maintain accurate, complete energy management and waste management program/fiscal records.
- Investigate building alarm system malfunctions when necessary and contact the security company when problems cannot be resolved through installed computer software. Track progress by security contractor for resolution of problems/alarms/system failures. Review contractor billing for accuracy.
- Ensure grounds, including playgrounds, comply with federal, state, and local guidelines.
- Monitor, train and evaluate custodial staff on the Hazard Communication Standard, Blood borne Pathogen, Asbestos, Safety, OSHA, and ADA Laws annually.
- Regularly update the Senior Director of Operations and Principals on school cleanliness/conditions.
- Assist in budgeting and maintaining replacement schedule of custodial tools/equipment and vehicles.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)
- Bachelor’s degree in Business Administration, Business Management, or related field and or technical school training or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills.
- Certification as a Certified Energy Manager, Custodial Management and Playground Inspection as well as any pertinent security-related certification preferred but not required.
- Extensive experience and knowledge of methods, materials, software, automated control systems and equipment used in the security control industry and the mechanical and building automation industry.
- Knowledge of life safety systems, fire panels, CCTV system computers.
- Ability to clearly communicate verbally and in writing and to interact with a wide variety of constituents to include division personnel, School Board members, parents, and community members.

Supervises the Custodial Coordinator and the assigned Administrative Assistant.
Supervision Received
Performs duties under the supervision of the Senior Director for Operations.
Working Conditions and Physical Requirements
Work independently. Work varying shifts, respond to situations occurring during non-duty hours. Frequent interruptions, changing priorities. Perform duties outside in extremely hot and cold weather conditions. Respond to stressful emergencies/situations. Ability to lift a minimum of 50 pounds.
